China Imposes Restrictions on Stablecoin Research and Promotions Amid Growing Crypto Concerns

China’s Regulatory Shift on Stablecoins

The latest developments from China underscore the country’s hardened stance on cryptocurrencies, particularly stablecoins. In a recent order, Chinese financial regulators instructed local firms to discontinue publishing research or conducting seminars related to these digital assets, according to Bloomberg’s Friday report. As a relayed directive from authorities, local brokers and other entities are to cancel seminars and halt the promotion of stablecoin research. This decision derives from concerns surrounding the potential misuse of stablecoins in fraudulent activities. Christopher Wong, a currency strategist at Singapore’s Oversea-Chinese Banking Corp., implied that this move is indicative of Beijing’s ongoing efforts to curb speculative behavior among retail investors in the volatile crypto market. Wong stressed the need for general comprehension of the risks involved with cryptocurrencies before investments are made, hinting at the authorities’ protective stance towards uninformed investors.

China’s Attempts to Rein In Cryptocurrency Trading

This resolution succeeds a series of regulatory measures aimed at exerting tighter control over digital assets. Previous measures have made it mandatory for China’s banks to monitor and flag high-risk trades that involve crypto-assets. This vigilance also extends to activities such as cross-border gambling, underground banking, and other illegal financial operations involving cryptocurrencies. However, the mainland regulatory approach seems to differ in Hong Kong, often seen as China’s regulatory sandbox. Recent developments in this special administrative region include the implementation of a new stablecoin issuance framework with special rules and a six-month transition period. Notably, Standard Chartered, one of three banks authorized to issue physical Hong Kong dollars, plans to partner with Web3 software company Animoca Brands. Together, they aim to develop a Hong Kong-dollar stablecoin, underlining the evolving face of the financial sector in this region.

Expansion Strategies of Chinese Companies in Digital Assets

In contrast to the mainland’s strict rules, several Chinese companies are launching stablecoin initiatives in Hong Kong, possibly to exploit less stringent regulations. Late in July, Chinese e-commerce giant JD.com reportedly registered entities tied to a likely stablecoin rollout in Hong Kong. Ant International, a Singapore-based unit of the Ant Group founded by businessman Jack Ma, also made headlines with its supposed intent to apply for stablecoin issuer licenses in Singapore and Hong Kong. It showcases the eagerness of these Chinese firms to expand their crypto-reaching beyond mainland China.

Offshore Influence of China’s Digital Currency

Various yuan-based examples have emerged, possibly used exclusively outside mainland China’s borders. For instance, late in July, Conflux, a Chinese blockchain, announced a new public network’s third version and introduced a stablecoin backed by offshore Chinese yuan. A similar offshore-focused stablecoin is AxCNH, backed by China’s fiat currency. Its issuer, AnchorX, received provisional approval from Kazakhstan’s regulator, the Astana Financial Services Authority, in February. This stablecoin aspires to serve offshore Chinese entities and countries involved in China’s Belt and Road Initiative, an infrastructure and economic strategy aimed at connecting Asia, Africa, and Europe through trade routes. Despite domestic restrictions, China seems to be exploring opportunities for expanding its digital currency influence globally, mantaining a firm stance within its borders. The unpredictable world of cryptocurrencies continues unfolding, with national regulations playing a considerable role in shaping its future direction.
